The Opportunity
The City of Missouri City seeks a forward-thinking Director of Innovation & Technology to lead enterprise technology, advance innovation, support responsible AI integration, and help shape the City’s next generation of digital service delivery. This is a high-impact leadership opportunity for a practical, strategic technology executive who can connect systems, people, process improvement, and service outcomes.
Department Scope
The Innovation & Technology Department provides enterprise technology leadership, systems support, digital service delivery, GIS services, network services, desktop support, application development, and technology planning. The Department has a combined annual budget of approximately $8 million and includes 16 full-time positions.
Position Highlights
- Lead technology operations, service delivery, infrastructure, systems, desktop support, GIS, application development, and enterprise technology functions.
- Advance innovation, responsible AI integration, digital tools, business process improvement, emerging technologies, and data-informed decision-making.
- Guide technology governance and investment, including strategic planning, cybersecurity, business continuity, procurement, contracts, licensing, vendors, and budget management.
- Work with the City Manager’s Office, department directors, technology staff, vendors, and partners to ensure technology investments are secure, sustainable, and aligned with organizational priorities.
Ideal Candidate
The ideal candidate will bring strong technical knowledge, executive judgment, practical implementation experience, and a collaborative leadership style. This person should be comfortable translating complex technology issues into clear guidance for City leadership, departments, employees, elected officials, vendors, and stakeholders.
Compensation and Benefits
The expected hiring salary is approximately $150,000, depending on qualifications and experience. The City offers a competitive benefits package, including TMRS retirement, 457(b)/Roth options, insurance benefits, paid leave, holidays, tuition assistance, employee development support, phone and vehicle allowances, and relocation assistance may be available.

Requirements
Minimum Qualifications
- Bachelor’s degree from an accredited college or university with major coursework in Management Information Systems, Business Administration, Information Systems, Computer Science, or a related field.
- At least eight years of increasingly responsible experience with information technology systems and five or more years of information technology supervisory experience.
- Experience with major systems implementation, technology governance, cybersecurity, business continuity, GIS, enterprise systems, or digital transformation.
Preferred qualifications include local government or comparable public-sector experience and experience leading AI initiatives or emerging technology programs.
